February Meeting – Nevada State Contractors Board

In recent months, the Nevada State Contractors Board has come into contact with multiple out-of-state solar manufacturing companies who are contracting in the State of Nevada without a license.  Some of these companies are contracting with homeowners for the sale, financing, and installation of the solar system, then sub-contracting with licensed contractors for the installation of the solar equipment.  The Board wishes to address its concerns with the industry, offer guidance in coming into compliance with Nevada construction laws, and seek the industry’s help in spreading the word to solar businesses looking to operate in this state.  The Board encourages open dialogue and invites any interested parties to attend.


Paul Rozario, Director of Investigations

Paul Rozario was hired as Director of Investigations in June 2014.  He is responsible for program development and management for criminal and compliance investigative matters and personnel.  He also oversees internal investigations and is liaison to all statewide law enforcement agencies.  Prior to his employment with the NSCB, Mr. Rozario served 27 years in Federal law enforcement, all with the United States Drug Enforcement Administration (DEA).  During his tenure with the DEA, Mr. Rozario had assignments in San Francisco, CA; Bangkok, Thailand; Orange County, CA; Arlington, VA; and Los Angeles, CA.  From July 2010 – May 2014, Mr. Rozario served as the DEA Assistant Special Agent in Charge in Las Vegas, Nevada and was responsible for managing all DEA operations within the state.

Jennifer Lewis, Public Information Officer

Jennifer Lewis has been with the Nevada State Contractors Board since June 2011.  She is responsible for developing public outreach programs, such as the Senior Awareness Program, Home Improvement Forum, and various other community presentations; designing collateral materials for public education; working with the media; and assisting the Board with partnering initiatives.  Prior to working for NSCB, Lewis worked as Assistant Director of Public Relations for the California Department of Mental Health and as Legislative Consultant for the California State Assembly.

Our guest speaker for this month is Van Johnson from NV Energy. Van will be presenting about the mPowered residential energy optimization program – a free service to NVE customers who rent or own single family homes equipped with central air conditioners. The program includes up to 4 smart programmable thermostats, free installation, free energy saving software, and free anytime, anywhere mobile access to your thermostats from your smart phone or tablet. The energy optimization service can save 10-15% on the annual cost of heating and cooling your home.

Van Johnson is a Senior Project Manager in the Demand Response Department at NV Energy; responsible for customer acquisition for Demand Response programs and customer support. Van holds a Bachelor of Science in Electrical Engineering from Howard University and a MBA from Santa Clara University.

October Meeting – NEW New Location

Please join us in our NEW new location, the Innevation Center, this Thursday, October 16th at 6:30 PM.


This location should be our new home for the next few months. Possibly, the next few years. The wonderful staff has extended their ‘welcome arms’ to us and seems to be just as excited to have us a we are to have a permanent home in their fabulous facility. Our guest speaker for this month is Gary Wood. Gary is the Renewable Energy Program Manager for the Las Vegas Valley Water District/Southern Nevada Water Authority. Gary has been with (SNWA) for nearly a decade has has been the point man for all of their solar and renewable energy projects. My understanding (from my three years with the SNWA) is that the water system in our Valley uses more than 50 megawatts of energy, possibly more than any other system in the Valley. With the leadership and expertise Gary has provided they have continued to shift more and more of that load to solar and other clean renewable sources.

Gary has worked in the energy industry for the past 35 years. His employment experience has included work in the oil industry in Saudi Arabia, the electric utility business and energy services sector, in Nevada and currently in Renewable Energy for the water utility. He is a licensed Mechanical Engineer in Nevada and California. For the past fifteen years Gary has focused his efforts on Renewable Energy and conservation. Those efforts have included the design and installation of various solar facilities, the negotiation of long-term Power Purchase Agreements to support the power utility’s Renewable Portfolio requirements and work with various Nevada political and regulatory entities to amend and implement initiatives to support Renewable Energy development.
